HSE Supervisor

Job Summary:

Provide high level HSE supervision for Talos offshore production and construction projects with a focus on the development of project specific HAZID/pre-job risk assessments and control implementation matrixes. Effectively promote and communicate Talos HSE programs, policies, expectations, and regulatory requirements among production and construction (including contractors) and assist Superintendents, Facility Engineers and their teams with HSE planning, preparation, and execution throughout all phases of their projects to proactively reduce the likelihood and severity of incidents on projects.

The Key responsibilities include:

• Coordinate with production and facility leaders for all ongoing and upcoming projects involving but not limited to production, construction, decommissioning, and well work.
• Work with Project Managers and Facility Engineers to develop project specific HAZID matrixes to accompany work packs and task lists. Evaluate the work scope, conduct risk assessments, and recommend controls for hazardous working conditions and potential unsafe acts. Ensure the project scope is clear, in compliance with the companies SEMS program and that the changes comply with Management of Change (MOC) processes.
• Attend and participate in relevant project meetings. Present and review HAZID matrixes in pre job/kick off meetings and conference calls.
• Provide Health, Safety, and Environmental technical support to project leaders and teams. Research safety related concerns and topics for project leaders to achieve compliance with written policies and regulatory requirements. Review, provide feedback, and approve contractor submittals of project HSE plans, work procedures, and Risk Assessments.
• Analyze project field personnel training needs and verify training is completed prior to execution of work. Audit and critique safety training or deliver safety training as necessary.
• Analyze safety equipment needs and ensure all the inventory necessary to safely execute the scope of work is available on Talos facilities.
• Work closely with contractor HSE Manager to harmonize culture, expectations, and practices. Serve as HSE liaison with third party contract companies specific to projects.
• Support Corporate HSE initiatives and implement behavior-based safety programs on all Talos facilities.
• Perform monthly site visits, evaluate field performance, and ensure all aspects of the operation are in accordance with the HSE regulatory requirements, written procedures, and contractual obligations. Track issues of nonconformance and conduct follow up as necessary.
• Supervise all activities for Talos Production and Construction HSE related activities. Monitor the performance of and provide guidance to onsite project safety representatives.
• Interface with various levels of governmental officials and regulatory offices necessary to the project.
• Supervise full-time and third party HSE Advisors to ensure they are reporting all incidents except personal illnesses through Talos Incident Reporting Line.
• Investigate SIFs, potential SIFs incidents, and BSEE reportable incidents to determine root cause, and develop corrective actions to prevent future reoccurrence and report updates on investigations to the HSE Manager.
• Maintain project specific lessons learned for review during post project debrief.
• Assist project manager in streamlining HSE processes within projects and make recommendations for improving project HSE efficiency.
• Represent Talos in Operator committees where assigned.
• Other duties as assigned.

QUALIFICATIONS:

• A college degree is preferred, but equivalent professional experience will be considered in place of a degree.
• Minimum of 5 years of experience in HSE with progressive positions of responsibility
• Offshore Gulf of America HSE experience a preferred.
• Strong organizational and MS Office suite skills.
• Excellent written and oral communication.
• Team player with Dynamic interpersonal skills that work well with others, build effective working relationships throughout the organization.

PHYSICAL REQUIREMENTS:

The successful candidate for the role must be able to consistently meet the following physical requirements for the duration of a shift (7-13 hours per day).

• STANDING - Ability to remain feet in an upright position at a workstation on hard/uneven surfaces (concrete/grating/steel) without moving about.
• WALKING - Ability to move about on foot on hard/uneven surfaces (concrete/grating/steel).
• LIFTING - Ability to raise or lower 50 lbs, from floor to waist, from one level to another.
• SWING ROPE - Must be able to transfer from boats to landing areas of the platforms during moderate to heavy seas.
• STAIRS - Ability to move up and down stairs while carrying equipment.
• BENDING/REACHING - Ability to bend the spine downward and forward at the waist. Ability to extend the hands and arms in any direction.
• HANDLING - Ability to hold, grasp and turn both hands with significant weight or resistance.
• PULLING/PUSHING - Ability to move equipment from one workstation to another.
• KNEELING - Ability to bend the legs at the knees to come to a rest.
• FINGER WORK - Ability to pick and pinch, working primarily with the fingers.
• TOLERANCE - Ability to tolerate extreme temperatures, adverse weather conditions, exposure to the elements, exposure to elevated noise/vibration and work in close quarters while wearing protective equipment and clothing.
• VISION - Must have depth perception to safely sense distance and sufficient peripheral vision to see objects and detect motion at wide angles.
• HEARING - Must understand detailed communication at normal levels and detect changes in sound levels.
• RESPIRATORY - Must be able to work in a variety of respiratory protection equipment.
• WORKING AT HEIGHTS- Must be able to climb ladders and scaffolds to perform work at elevated locations.
